Force and served six years active duty as an Air Force pilot. Flew
combat missions in Viet Nam. Continued flying with the N.C. Air
National Guard. Retired Lt. Col.

Entered law school at the University
of North Carolina at Chapel Hill upon leaving active military
service in 1973. Graduated in 1976.

Corporate attorney with Akzona,
Incorporated in Asheville, North Carolina. Responsible for
general corporate legal matters including labor relations,
negotiating and drafting business contracts, antitrust counseling,
litigation management, mergers and acquisitions, leases, EEO
matters, immigration, UCC and real estate transactions.

Appointed in 1985 to serve as
Assistant Secretary with the North Carolina Department of Crime
Control and Public Safety by former Governor James G. Martin. Responsible for general
supervision
for the Division of Emergency Management, Civil Air Patrol, Butner
Public Safety, the North Carolina National Guard, and the
Governor's Crime Commission.

In 1989 transferred to the North
Carolina Industrial Commission and became a Deputy Commissioner.
Performed judicial and quasi-judicial functions in hearing and
adjudicating disputed cases arising under the various statutes
administrated by the Commission, including the
Workers Compensation Act, the State Tort Claims Act, the Law
Enforcement Officers', Fireman's and Rescue Squad Workers' Death
Benefit Act, and the Childhood Vaccine-Related Injury Compensation
Program. |
I served as a Deputy Commissioner for
fifteen years, and on March 31, 2004, I retired from the Industrial
Commission. I now serve the citizens of this state by mediating
civil and workers’ compensation cases prior to litigation.
In addition to my formal college
training at North Carolina A&T State University, I completed the Federal Emergency Management School,
Emmetsburg, Maryland in 1986, the University of North Carolina
School of Business Administration, Government Executives Institute,
Chapel Hill, North Carolina in 1987, the United States Air Force
Squadron Officer School in 1972, Air Command and Staff College in
1981, and the Air War College in 1994.
My professional affiliation includes
serving on the Governor’s Advisory Commission on Military Affairs
from 1985-1989, the Governor's Waste Management Board from
1985-1989, the Public Officers and Employees Liability Insurance
Commission from 1987-1989, the Governor's Minority Executive Council
from 1985-1989, the Civil Air Patrol from 1986-1989. I am also a
member of the North Carolina State Bar, the North Carolina Bar
Association, and the Air Force Association. |
